washington, d.c., number one. losangeles, san francisco, new york and boston. probably no surprise there. these are all repeat cities in their ranks. washington, d.c. has ranked number one in delayed traffic for the fourth year in a row t really hasn't been out of the top five. i went back and looked at the study, since the early 1980s. the study says it costs d.c. commuters $1398 per auto commuter and the transportation institute has also added a new index this year. this is really interesting. it is called the freeway planning time index. that is basically how much cushion time you have to give yourself if you know the trip is normally 30 minutes, how much earlier do i have to leave to make sure i'm there on time. for example, they use pensacola, florida. a 30-minute trip there, you give yourself an extra nine, 10 minutes if you need to be there on time. here in the washington, d.c. area, three hours is what they say you need to give yourself if you need to 100% absolutely make sure you are not goin
